The Every Child Matters initiative has become one of the most far- reaching policy initiatives to be released in the last ten years. It provided a detailed framework for working with children within multi- agency partnerships. The themes covering health, safety, achievement of well- being and positive contribution making. One of the criticisms of services had been the failure of professionals to understand each other's roles or to work together in a multi- disciplinary manner and the ECM initiative sought to change this.  
Despite huge changes being made the new scheme was implemented under which everyone working with children or vulnerable adults should be screened as to their suitability. The Independent Safeguarding Authority (ISA) was set up with the Criminal Records Bureau being made responsible for managing the system and processing the applications. The ISA utilises the POVA and POCA lists and List 99 to assess those wishing to work with children and can then either give registration to work or put them onto the barred list.
The guidance Working Together to Safeguard Children created the role of Local Authority Designed Officer which is responsible for managing allegations of abuse against adults who work with children.
The local Safeguarding Children Boards are set up to ensure that agencies and professionals in the area promote the welfare of children.
