There have been tension between egpyt and it's east African neighbours over ethiopia plan to construct Grand Renaissance Dam on the Blue Nile. But there is a new optismism in the region as negiotiaton earlier stalled by egpyt objection to the construction of the dam is about to recomence. The upstream countries have taken advantage of the new wave of   democratic change in the region and Egpyt desires to change its reputiton as a bully to overhaul colonial-era policies which gave Egypt the lions share and veto power over hydro projects. Negotiation   would be on re-order Nile water sharing.

The role of the river Nile in providing water for it’s environ cannot be overestimated as it’s one of the major source of water supply. The water of the Nile has provided the essential life support for human development and civilization in the region for thousands of years. The Nile has ten riparian countries which formed the Nile River Basin. The River Basin is define as the, ‘the total area of land that is drained by a river and all its tributaries including the smallest streams’( page 7)The Nile derived its sources from the mountains of Burundi, Rwanda, and Kenya and from the Eastern Africa highlands in Ethiopia. The Nile waters flows is divided into segments called the White and Blue Nile. The White Nile flows through Uganda, Sudan and Egypt and the Blue Nile through Ethiopia while Rwanda, Burundi, Congo, Kenya, Tanzania. Eritrea have tributaries that also flows into the Nile. Claiming ownership of the Nile is difficult as there are ten different stakes holder.   There is the down stream and the Upstream. The upstream users logically should have the upper hand because of its proximity to the source but that's not being the case. There is a need for both the Upstream and Down streams owner to cooperate to ease tension but Egypt has refused make any concession.
