his assignment examines the UK coalition government’s white paper document called Healthy Lives, Healthy People (HLHP) which was published in 2011 with proposal to make drastic changes in the approach in which Public Health (PH) was going to be structured in England (Faculty of Public Health, 2011). This white paper document gives more fame to Public Health as of 1st April 2013.   The PH   department   will be led by Public Health England. According to the (DOH, 2011) the Primary Care Trusts (PTCs) were going to be dissolved, meaning that the Directors and specialist of PH were moving from the PTCs to the Local Authorities (LAs). The restructuring meant that the responsibilities of public health (PH) and health protection (HP) was shared among the new department   of public health known as Public Health England which is part of the Department of Health, National Health services (NHS)   Commissioning Board, GPs and LAs.   King`s Fund (2011) clarifies that each and every one of these departments will play a major role in public health. PH department will receive its first budget ever as a department separated from NHS which will be ‘ring fenced’ meaning that it will be only used for public health purposes. There is going to be remarkable ‘premium rewards’ to the Local Authorities who are going to produce the best public health outcomes in improving the health of the poorest fast, however, these rewards are not going to be rewarded in the first two years because the LAs are still using what was already done by PCTs (Buck and Gregory, 2013).
