INTRODUCTION
Orion Systems (“Orion”) has just been awarded a government contract to build next generation high speed light rail trains (“Project Jaguar”). Orion has 7000 employees and is a division of a large aerospace company. The company evolved from a project organization into a matrix structure primarily to lower running costs and better utilize their resources. Orion is well equipped to handle the Project Jaguar and at any point in time, could be working on 3 – 5 similar size projects and 30 – 50 smaller ones
However in an assessment of current project management at Orion, the following major problems were identified:
  * Higher Than Expected Costs;
  * Query Concerns;
  * Problems with Customer Support;
  * Lack of Project Ownership;
  * Scope Creep.

Question 1 will look at recommendations in response to the above major problems;
Question 2 will provide a recommended change to the organizational chart to reflect the changes recommended in Question 1;
Finally Question 3 will provide a recommended master plan to reflect the changes recommended in Question 1.

Currently at Orion Project Managers negotiated personnel assignments with the Vice President of Operations, who ultimately decide all project assignments. It was also not uncommon for the engineers to be working on 2 – 3 projects simultaneously...
