Explaining what I will be talking about ---- I will analyze how successful the Five Year Plans were and whether they ultimately benefited Russia or hindered its development.

First Five Year Plan
Briefly describe what the First Five Year Plan was about, dates (1928 – 32)
Successes:
• Production – Russian economy grew by 14%
• Urban Population trebled, Many workers were promoted to manage new industries (bourgeois specialists – removed and replaced with newly trained workers)
• Education changed, workers encouraged to attend classes and universities more assessable.

Failures
• Russian economy remained chaotic
• Workers had pushed very hard to achieve targets – various inefficiencies and examples of low productivity
• Many official targets were never met ( many local administrators lied about production levels)
• Officials didn’t care about quality of there produce
• Living standards declined
• Working conditions worsened
• Abolishing free market
• Magnitogorsk ( workers were living in mud huts, shacks with no sanitation)

MORE FAILURES THAN SUCESSES IN FIRST FIVE YEAR PLAN

Second Five Year Plan
Brief description of why this plan was initiated ( 1933 – 38)
Key focus – try to improve on problems with 1st 5 yr plan.   Improve transport and living conditions. Need for peasant support
Successes
• Production of raw material rose
• Transport improved – metro (1935) canal (1932-37)
• Wages of workers increased
• Peasants were allowed small plots of land to farm
• Defence spending rose from 4% to 17 %

Failures
• Shortage of essential consumer goods
• Housing was still poor, no sewage or water
• Inequalities deepened – most productive workers were rewarded/ communists
• Little co- ordination between different branches of industry...
